Synopsis of the History of Teaming to Win

Teaming to Win is a conference that began as a problem solving exercise. “Too small to compete” was the mindset of many West Virginia small businesses ten years ago. Consequently, many federal agencies and prime contractors adopted that same perception about the capabilities of West Virginia businesses. In recent years, many of those limiting mindsets and perceptions about West Virginia’s business community have changed. That change has occurred because the teaming of resources is now a standard competitive approach to business in the Mountain State.

A little more than a decade ago, West Virginia stood on the “threshold of the cellar door” in terms of the receipt of federal procurement dollars. In 1987 it was reported that West Virginia was 49th in the union in the ranking of federal dollars received per state. In 1998 the Mountain State ranked 36th. The annual Teaming to Win conference has had more than a coincidental role in that improvement.

More than ten years ago Congressman Alan B. Mollohan, West Virginia First Congressional District, crafted a plan to improve West Virginia’s federal procurement dollar status. One of the cornerstones of that plan was the strategy of teaming whereby several small businesses could “pool” their resources and thus be able to compete for and win more federal awards.

During the late 1980’s, Congressman Mollohan began to identify numerous federal and commercial opportunities for West Virginia small businesses. He concurrently developed a clearly defined process to put in place a small business support system that would ensure West Virginia businesses, by teaming, could compete in the new markets.

As a part of this small business support system, the Congressman created the First Congressional District Procurement Team. He worked with the U.S. Small Business Administration (SBA) to establish a federal contracting specialist position to serve the needs of small businesses in federal prime and subcontracting positions.

An ad hoc planning committee was assembled and the newly appointed contracting specialist began planning for a small business conference. The planning committee envisioned a small “grass roots” endeavor. However, Congressman Mollohan had a greater vision. The Congressman personally attended the event and brought with him numerous high raking NASA officials and no less than 37 large prime contractors from the Washington, DC area. Obviously, Teaming to Win was an instant success with the business community thanks to the efforts of Congressman Mollohan. Thus, Teaming to Win as born on May 15, 1990.

Because of the uncompromising dedication of Congressman Alan B. Mollohan, the superb commitment of an all-volunteer planning committee, the constant drive of the major conference co-sponsors (NCMA, SBA, FETC), and the generous corporate support of our business community, Teaming to Win has helped to promote the growth and development of many small business enterprises. However, the greatest success of the entire economic movement is attributable to the relentless entrepreneurial spirit of West Virginia small businesses.
